Holcombe Speaks On Atlantic Pact

Arthur N. Holcombe '06, Eaton Professor of the Science of Government, last night gave several predictions of what the next steps in international politics might be. He also stated whether they would lead to war or to peace. He was speaking for the United Nations Council at Littauer Auditorium.

Holcombe's talk was the conclusion of a series on "The Atlantic Community--A Going Concern." In dealing with the question of the Atlantic alliance and the UN, he cited three steps which could lead to war, should they occur, and three which might be indications of peace.

The signs of war according to Holcombe would be: 1) tendency to talk about a "balance of power" among nations, 2) secret plans for armed action by the Atlantic nations, and 3) appropriation of arms from one Atlantic nation to another without informing the public.
