French Arrest Two Spies

PARIS, Feb. 28--Two French army officers have ben arrested as Communist spies and one of them has confessed, the Interior Ministry said today.

Maj. Louis-Georges Teulery, 37, has admitted he delivered military secrets to a foreign power, police said. The foreign government was not named, but the semi-official French News Agency said it was "one of the popular democracies." Those are the words with which Communists describe countries they control.
