McGrath Asks Civilian Scholarship Program

United States Education Commissioner Earl James McGrath demanded a $300,000,000 a year scholarship program for 437,500 non-veteran students yesterday.

McGrath's proposal, which has been prepared for Federal legislation by the office of education, calls for a $600 a year grant for undergraduates and $1000 for graduate students, scaled upward for those with dependents.

"Academic promise and ability" would be the measures of eligibility.
