"Section 13. No person who is a member of the communist party or who by speech or in writing advocates its doctrines, or who by speech or in writing advocates the overthrow by force, violence or other unlawful or unconstitutional means of the government of the United States or of this commonwealth, shall be employed as a teacher or otherwise in any university, college or school, public or private, or in any position in the educational system of the commonwealth or of any city, town, superintendency, union or country.
"Section 14. Violation of the preceding section by any employer or by any public officer or any other person acting for an employer, or by any person accepting employment in violation of the preceding section, shall be punished by a fine of not more than ten thousand dollars or by imprisonment for not more than one year, or both."
