Ivor A. Richards, University Professor, declared last night at a meeting of Radcliffe World Federalists that the main obstacles to world peace are "mental," and that individuals must prepare themselves for peace before any successful collective bargaining agreement can be reached to prevent war.

Emphasizing the importance of colleges in forming (individual attitudes in the struggle for peace, Professor Richards warned that "good will" alone will never prevent war, but must be supplemented by the machinery of an all-powerful government.

As an example of the failure of mere "good will," he pointed to the fact that pacifist movements in England after World War I only encouraged the German militarists.

Professor Richards said that campaigns to "scars people into world government" will not work, and that only rational programs resting on information and communication can succeed.
