University policy on dormitory assignments for graduate students will meet the scrutiny of the Association of Harvard Students Councils when this group, representing 12 University schools, holds its first business meeting of the year early next month.
The investigation will concentrate on the plight of foreign students and the priority they receive for room space in Perkins and Conant Halls, present graduate school dormitories.

Other plans which the body will consider include a plan for a University wide intramural athletic program, coordination of all University fund drives, and a weekly bulletin of University activities and social functions.
Four University Councils had already approved the Association's constitution by the time it finished its final organizational meeting Monday night. They include the Student Councils from Radcliffe College, Harvard College, the Graduate School of Arts and Sciences, and the Divinity School.
