Before a crowd of 200, Herman Finer, visiting lecturer in Government, spoke last night to the Harvard Liberal Union of the problems and needs for reform of Congress, in the Winthrop Junior Common Room.
Finer stressed five points of criticism of the structure and personnel of Congress. He pointed out that under present practice Congressional legislation is dilatory, tends to be amended until it is useless, that Congress does not consider the effect domestic legislation will have on the nation's foreign relations; and attacked "log-rolling," and the vicious attitude of certain Congressional committees toward administrators.
