Professor of Government Will Go Back to Constitutional Drafting for Lt. Gen. Clay

American Military Government in Germany has recalled Carl J. Friedrich, professor of Government, to continue the work he started there this summer. Friedrich announced yesterday that he will leave the United States for Berlin close to the first of the year.

He said that an appeal from Lieutenant General Lucius D. Clay, who heads the military government in Germany, had induced him to leave his work here. Now teaching Government 6, Friedrich said that the decision had been a difficult one for him.

According to Merle Fainsod, chairman of the Government Department, Louis Hartz, assistant professor of Government, will probably replace Friedrich in the important theory course during the spring term this year.

Plane to Spend Three Months

Friedrich disclosed that he plans to spend approximately three months in Berlin, but warned that any number of factors may combine to keep him there longer. Friedrich spent the greater part of the summer vacation in Germany working with Clay.

Work on the new German constitution will occupy a major part of his time there, Friedrich said, but interzonal development, which he characterized as a "British-American joint enterprise," will also fall within his sphere.

Friedrich said he was also interested in the problem of a free press in the occupied country.

After the tour in Germany, Friedrich said he planned to deliver a series of lectures at the Hebrew University in Jerusalem, and another set in Cairo. These projects, he added, are only tentative, since governmental work may keep him through the appointed time.
