Publicity for the Council Constitution Committee got under way last night with a brief but information-packed forum broadcast from 9:30 to 9:45 o'clock by the Crimson Network. With members Edric A. Weld '46, Richard G. Axt '46, L. Magruder Passano '46, and Roger S. Kuhn '46 in attendance, the program set an informative tone for the rest of the broadcast series. The second program will be staged this evening.

After a brief statement by Weld on the purpose of the broadcasts, moderator Passano opened the discussion by requesting a list if the Council's functions in the College. Axt supplied the answer in brief: "....representing the undergraduates in University Hall, and.... sounded out University Hall ideas in the student body." Asked whether that made the Council a rubber stamp for University Hall, Axt remarked that the Administration was so anxious to follow student opinion on most issues that the opposite would be nearer the truth.

Kuhn, and Axt, spurred by Passano, then moved on to the ground of efficiency versus representativeness in the Council, Axt, maintaining that both were important, said that an all-elected Council could do an efficient job. "It of course depends," he said, "on who is elected."
