One hundred three new students composing a completely new unit of the Civil Affairs Training School, arrived here Tuesday to begin a six month course in preparation for future use to military government, Carl J. Friedrich professor of Government and Director of the School for Overseas Administration, announced yesterday.

Among then will as Commander Francis W. Hetfield, who had been in the Pacific with General MacArthur's staff.
