The spirit of democracy prevailed in China in the 4th century B. C., declared Chi-Yuen Chang, head of the departments of History and Geography at China's National University, in a speech given last night before the Oriental Club in which he commemorated the centenary of Sino-American intellectual friendship. Chang quoted from one of the disciples of Confucius who said. "The people are most important in the nation and the sovereign is of the least importance."
Ching as a member of the People's Political Council, which corresponds to our Congress, is on a cultural mission to this country sponsored by the U. S. Department of State. He is the author of several books dealing with China's politics, geography, education and military affairs.
"Unity in China is the most important factor," Chang stated, citing the one culture, one language, and one nation as examples. When questioned by a member of the audience as to the Chinese language, Chang replied, "The difference of dialects in China is now only a historical fact."
