WASHINGTON-President Roosevelt today rebuked Congress for slashing $150,000,000 from his emergency relief budget and asked, in the name of "human decency," that the legislators restore the cut to stave off hardship and privation among 6,000,000 to 8,000,000 people.

He said in a special message that the $725,000,000 appropriation which the Congressional economy blocs forced through over his objections, was inadequate to meet human needs and that unless it is supplemented, 1,500,000 works progress employees will have to be dropped from the relief rolls by the end of June.
