WASHINGTON--The National Association of Manufactures today proposed that Congress help finance the war by imposing a flat eight per cent, general sales tax on all merchandise.

The recommendation was among several revenue-raising steps presented to the tax-making House Ways and Means Committee in hearings on the Administration's $7,600,000,000 tax program.
