Is Russia pursuing an imperialistic policy or an international course of world revolution? Only Joseph Stalin knows the answer to this question, according to Michael Karpovich, associate professor of History, who gave the second of a series of broadcasts sponsored by the Harvard Guardian over station WEEI last Saturday.

Speaking on "Russia and the War," Professor Karpovich pointed to the Soviets' present attempt to subjugate Finland and her recent attack on Poland as indications that she is out for everything which she can get in the war.

Stalin Dictates Policy

Russian foreign policy rests entirely in Stalin's hands, who will take that course which is most likely to keep himself in power, Professor Karpovich said.

The Kremlin may abandon the policy of world revolution for an attempt to regain Russia's prerevolutionary boundaries, or it may try to set up a series of puppet communistic dictatorships in Eastern Europe, Professor Karpovich believes.

An exile from Russia and an authority on Russian history, Professor Karpovich said that Stalin will be violently opposed, regardless of the policy which he pursues.
