In its third debate the Harvard Congress last night decided in favor of the Ludlow Amendment which proposes a referendum to declare war in America.
A bare majority of one vote closed an active battle in which both sides at times threatened to disrupt the meeting. Every one had obviously entered the debate with a definite opinion on the problem and no one changed his mind as a result of the arguments.
The attendance was small and it was felt that a larger group would make the meetings more significant.
