Last minute appeals and objections before the State Ballot Commission at the State House yesterday apparently blocked the chances of Plan E, city manager form of government for Cambridge, for submission to the voters next month.
Unless a law providing a 30 day filing limit can be circumvented, the plan for improving Cambridge's form of government is dead until 1940.
