New York, Nov. 21--Donald R. Richberg, who has been called "assistant president" because of his job as executive director of the National Emergency Council, tonight unveiled his picture of what the new NRA will look like.

His proposals include:

(1) Fixing of minimum wages and maximum hours.

(2) Elimination of dishonest business practices.

(3) Exact reports of production, prices, wages employment and general economic conditions.

(4) Freedom of agreement between employers and employees.
