"If war breaks out between Russia and Japan, the latter will certainly take the initiative and provoke the war," said Dean Hindmarsh in a talk on "Japanese Foreign Policy," addressed to the International Council of Phillips Brooks House in the Kirkland House Common Room last night.

He concluded with these remarks about the United States policy during the last two years: "The United States is alone in her independent policy of non-recognition in Manchukuo; she has contributed nothing towards a settlement, but she has aroused considerable resentment in Japan. Our policy is worse than futile; it is rash."
