With sixty percent of the better men retaining, in addition to the excellent material in last year's Freshman Council, the Harvard Debating Council anticipate an active year and a good showing against other colleges.

At a preliminary meeting sometime next week, the Council will decide upon a policy for the year. The Council will also determine at what time and under what conditions a series of competitions will be held for men in the three upper classes to qualify for positions on the squad. The Council has made tentative arrangements for four debates in November and December. Two of these are away from Cambridge, and one is to be broadcast by a local radio station.

The officers of the Council for the year are: president, Aaa E. Phillips, Jr. '34, of Washington, D. C.; vice-president, John T. Higgins '34, of Pawincket, R. L; secretary, Victor H. Kramer '35, of Cincinnati, O.
