HOPPER TO SPEND YEAR IN STUDY OF RUSSIANS

With the departure of B. C. Hopper '19, associate professor of Government, on a year's leave of absence, the resignation of H. L. Elsbree '25, instructor in Government, and the resignation of A. N. Holcombe '06, as chairman of the Department of Government, there will be several important changes in that department's personnel for next year.

Professor Hopper will go to Asia on a grant from the Bureau of International Research to study "Bolshevik Practice in Relation to Contiguous Asiatic States."

It is reported from reliable sources that Felix Morley, political writer and newspaper correspondent has been offered the position of instructor in Government 18 and Government 30 during Professor Hopper's absence. Morley is a member of the staff of the Brookings Institute in Washington and has just written a book on "The Constitutional Development of the League of Nations." He has formerly been the director of the Geneva office of the League of Nations Association, lecturer on current political problems, and a member of the Washington staff of the United Press, Baltimore Sun, and Philadelphia Ledger.

Dr. Elsbree has resigned to take a position as associate professor of Government at Dartmouth. He has been an officer of the University for the last five years.

A. N. Holcombe '06, professor of Government, has resigned as chairman of the department of Government after fourteen years service in that capacity. He will be succeeded by W. Y. Elliott, professor of Government.
