Dr. Joao-Frederico, Normano, lecturer on Economics and associate director of the Bureau of Economic Research in South America, will be arraigned in Federal Court at, 10.30 0'clock this morning on charges of forgery and obtaining $750,000 under false pretenses in Germany. Normano is being held in the East Cambridge House of Correction without ball pending investigation to discover whether is really Dr. Isaak Lewin, a German banker who absconded in 1929.
