Dr. Joao-Frederico, Normano, lecturer on Economics and associate director of the Bureau of Economic Research in South America, will be arraigned in Federal Court at, 10.30 0'clock this morning on charges of forgery and obtaining $750,000 under false pretenses in Germany.
