Whether one believes in Communistic principles or whether he shuns them as sheer anathema, such a study of history reveals that revolutionary propaganda thrives under oppression. The recommendations of the Fish Report once put into execution might not only supply food and nourishment to hundreds of Red publications, but also produce an hysteria throughout the country on rather dubious premises. To arouse the expectation of economic and social unrest would do little to assure business stability.
The blue shirt of the thrifty American worker is perhaps the surest bulwark against the red shirt of Communism. A more liberal outlook on the part of the government toward social problems, backed by salutary neglect of Communist bugaboo, would tend to weaken the hold of revolutionary agitators America's industrial centers.
