A regulation designed to punish slow automobile drivers has been proposed by Dr. Miller McClintock head of the Department for Street Traffic Research, to aid in promoting fast traffic in Washington, D. C.
Dr. McClintock, who planned the traffic systems of Boston, Chicago, Kansas City, Los Angeles, and San Francisco, not only opposes the setting of any speed limit but declares that driving which impedes traffic should be made a misdemeanor. The recommendations of the committee of which Dr. McClintock is a member, however, fail to include in their report all of the policies set forth by the Harvard professor, who also believes that in many districts existing traffic signals cause so much inconvenience as to render them worse than useless.
Dr. McClintock asserts his beliefs in a proposed law for the national capital's traffic code, which makes it unlawful for any person to drive at a slow impeding speed except when it is necessary on the grounds of safety.
