President Lowell was elected one of the vice-presidents of the National Municipal League at its annual business meeting held at Chicago in conjunction with the National Conference on Improving Government.
With him were elected Senator Carter Glass of Virginia and Charles Evans Hughes of New York. Richard S. Childs of New York was elected president of the organization.
