CARVER RAPS CRITICS OF N. Y. BAUMES LAW

"The Baumes Law has proved its effectiveness in New York, and if applied in other states it will undoubtedly meet with the same success," Professor T. N. Carver said to a CRIMSON reporter yesterday in discussing the law passed last year in New York, which provides that any man convicted of crime four times must serve a life sentence.

"It is a very great satisfaction," Professor Carver said, "to find a man who does not think in a fog. We really need some strict enforcement of penalties against, criminals and it is only a small cult of half baked intellectuals, among them Clarence Darrow, that has begun to wonder whether crime may not be, after all, a misunderstood form of virtue, that has interfere. Such men, to who any new movement is interesting and original, and a pernicious influence in the country an through their grasshopper like stridency have always given the impression that their numbers are much larger than they really are.

Average man Safest

"The world is much better off under the control of the wisdom of the average man than under the rule of that type of Intellectual to whom originality is more meritorious than wisdom. The average man in this country has no sympathy for a criminal and when serving on a jury will not hesitate to convict the fourth time with the resulting life penalty provided the evidence is clear. Crime can be suppressed when it is necessary and the measure is one of the best passed in recent years for the limitation of robbery. Although the average man is quiet and does not talk so much as the man who has picked up a lot of catch words and uses them meaninglessly, nevertheless It is of such quiet men and women that juries are composed and the power to convict is in their hands."
