FOOTBALL RULES UP FOR REVISION IN NEW YORK

The University will be unofficially represented at the meetings of the Football Rules Committee of the I. C. A. A. tonight and tomorrow in the Hotel Pennsylvania, New York City, by Major F. W. Moore '12. He is going as a member of the Rules Committee and not in his capacity of Secretary-Treasurer of the H. A. A. there he will be asked to vote on recommendations which have been made to the committee by coaches and collegiate athletic associations throughout the country.

The changes, which have been presented by the American Football Coaches Association, follow:

1. Recommended that in case the defensive line is offside, the penalty shall be five yards, the down to remain the same.

2. Recommended that the kick-off shall be moved back to the 40-yard line and a tee not over four inches high to be allowed.

(The Pacific Coast branch of this association, meeting at Los Angeles, December 30, favored the moving back of the kick-off to the 40-yard line, but the majority of the 30 present were in favor of no tee.)

3. Recommended that blocked kicks behind the line of scrimmage shall belong to the side recovering. If, however, the kicking side recovers, it shall count as a down and the down advanced. All partially blocked kicks that cross the line of scrimmage shall be played the same as if the ball had not been touched by either the off-side or on-side man.
