ELOT DEPLORES FAILURE OF THE U. S. TO ENTER LEAGUE

Regret that the United States has not seen fit to change its foreign policy and join the League of Nations was expressed yesterday by President Eliot, speaking to the Women's Municipal League at the Twentieth Century Club in Boston.

"It is a very striking thins," he said, "that the troubles of the world today, and they are more than troubles-the agonies-in Europe, seem to me due to the very temporary method in which all nations have tried to defend themselves from what seemed to them great dangers. I am sorry to say our own country is not taking part in a permanent and durable remedy which will prevent ware in the future."
