The Hon. J. Butler Wright, third assistant Secretary of State of the United States, will open at 10 o'clock this morning, the second session of the Radcliffe School of Foreign Affairs. The subject for the day. "The Foreign Relations of the United States," will be treated in lectures by a group of distinguished speakers, and in discussion groups of the members. Students in the University may be admitted by securing tickets from the office of the Dean of Radcliffe College.
