In a speech last night on "Questions of Administration", Mr. Walker D. Bines, former Director General of the railroads under the United States Railroad Administration, advocated a plan for the unification of all the railroads of the United States into four or five great systems, with a national comimssion in control. This was the fourth and last of Mr. Bines' lectures.
