Major F. W. Moore '93, Graduate Treasurer of the H. A. A. and member of the Football Rules Committee, yesterday gave out the general plan of discussion to be used at the meeting of football coaches and officials to be held at the Harvard Club on Friday evening. This is one of a series of sectional meetings organized by Mr. Walter Camp for the purpose of obtaining a thorough knowledge of the general feeling in regard to the changes i football rules so that the Rules Committee will have concrete suggestions with which to work when it meets on Friday, March 10. A similar meeting was held in New York on February 15 at which a number of questions were thoroughly discussed, and it is with these same subjects that Major Moore will start the meeting on Friday.
The opening topic will probably by discussion of penalty for a team appearing late for the beginning of a game. This was taken up in the New York meeting but it was finally decided that the point was sufficiently covered by the present rules. Another subject will be the question of referee blowing his whistle to declare a touchdown as soon as the ball in the hands of the attacking side goes over the goal line on both running plays and forward passes. The New York gathering agreed that the referee should blow his whistle and declare a touchdown the instant a man carries the ball across the goal line or a forward pass is completed in the end zone. The question of "clipping" will be brought up with the possibility of an increase in the penalty as there has been a strong sentiment that "clipping" must be eliminated from the game.
But the most novel consideration and doubtless the one which will cause the greatest dispute will be a suggestion that the present method of kicking a goal after a touchdown be changed so that the scoring team will have the ball on the fifteen yard line and from scrimmage formation will have the chance of scoring the aditional point with a kick, rush, or pass. Besides these question the gathering will consider changes in the rules in regard to cutting down from behind, substitutions, unnecessary diving, kicking of a loose ball, and several other points of minor interest
