Professor W. B. Munro, professor of Municipal Government, will preside at the first meeting of the Harvard Debating Union to be held next Thursday, it was announced last night by the Executive Committee.
The two prepared speakers on either side will be limited to seven minutes, and all succeeding speeches from the floor, whether by members of the two clubs or of the audience will not be allowed to exceed three minutes.
