Several minor changes in the rules, and the ratification of a constitution was accomplished at the second meeting of the Intercollegiate Hockey Association, it was announced yesterday. The election of Herbert Emanuelson, manager of the Yale hockey team as acting president at the last meeting was made permanent, as well as that of W. J. MacIntosh, Pennsylvania manager, who will now be the permanent secretary of the Association.
The constitution which was submitted to the meeting was approved, and is now being circulated among the colleges included in the league, for ratification by their respective athletic associations. It was decided to have two meetings of the association every year, one in the spring, and the other in the fall.
Prohibiting the goal keeper from lying in front of the cage or kneeling on the ice to shop a shot was one of the most important rulings made. Free substitution, allowing a man to leave and then reenter the game during the same period was also decided upon. Heretofore this had not been permitted. Substitutes will be allowed to go on the ice only after the whistle has blown.
The University was represented at the meeting by J. J. Kennedy '22, hockey manager, while other colleges which sent representatives were Columbia, Cornell, Dartmouth, Pennsylvania, Princeton, and Yale. It has not yet been decided whether or not the University will become a member of the organization.
