The third of the Lowell Institute lectures will be given this afternoon at 5 o'clock in Huntington Hall, in the Rogers Building, 491 Boylston street. The speaker will be Paul Millukov, LL.D., Professor of Moscow and Sofia Universities, former Foreign Minister of the first Provisional government in 1917. His lecture will be on the subject of "The Bolshevist Regime."
