Cannot amendment of regulations as proposed by War Department be approved and reserve officers' training unit be established here at once? Condition very discouraging. In case of war we want to do everything we can to furnish men to army and navy, but inability to obtain unit will hamper us greatly.   A. LAWRENCE LOWELL.   February 3, 1917.
