The Conference on International Relations, which is being held at Ithaca, N. Y., under the auspices of the World Peace Foundation, opens its second and last week today. This gathering has as its motive the study of the development of a more rational system of international relations in the future.

The chief of the remaining lectures are on the following subjects: "What Shall We Do With the Monroe Doctrine?" "The Neutralization of the Seas," "Outstanding Problems of World Organization," "The Moral Equivalent of War," and "The World State; Its Advantages and Obstacles."
