The constitution of the Harvard Forum printed on another page provides definitely for the future management and control of a steadily growing student activity. Through the absence of such an agreement between the interests chiefly concerned, much needless trouble and duplication of machinery has arisen. It is to be hoped that the present administrative arrangement will prove best adapted to foster a future rival of the Oxford Union.
