A favorable report on the nomination of Mr. William Phillips '00, Regent of the University and Secretary to the Corporation, to be third assistant secretary of State was ordered by the Senate foreign relations committee yesterday. This is the second time in his career in the diplomatic service that Mr. Phillips has been elected to this position.
