At a meeting of the Dining Council held February 3, it was voted, "That all students of the University, and all officers holding appointments from the Corporation be allowed to purchase single meal tickets at the regular guest rates, on application at the Auditor's office; and that all students of the University who have filed a $400 bond with the Bursar be allowed to have such tickets charged on their term-bills." This vote applies to Memorial Hall only.

It was also voted at this meeting, "That all students of the University and all officers holding appointments from the Corporation may become members of Memorial Hall at any time by signing the membership book. Members may sign off, if they have been members at least one week, at any time before Tuesday morning to take effect Tuesday night."
