President Eliot delivered a lecture at the Prospect Union yesterday afternoon entitled: "Who suffers most from bad city government?" President Eliot pointed out that the class of men who earn from $600 to $900 a year are the ones that suffer most, because the more wealthy pay, a smaller proportion of their incomes for rent and can better afford to pay for articles that are lacking in poor city government, such as a good water supply and good schools. He also said that the remedy of these evils lies with this poorer class of men, for they control the majority of the votes, and cities would be well governed if they voted for good and efficient men.
