At a hearing of the Charles River Dam Commission yesterday morning the plans for the dam were discussed at length by engineer Blake and City Engineer Jackson. Mr. Jackson said that the construction of the dam would be beneficial to the upper harbor and would improve the condition of the district about the basin.
