Unless more men sign the blue book at once those who wish to go to Philadelphia will not be able to get reduced rates. Every year there are men who intend to go on these reduced rates, but who neglect to sign until too late, and are forced to pay the full price. This difficulty will be avoided if all who intend to go sign at once. 1904.
