The March number of the North American Review contains an article by Professor Macvane entitled, "Could the South African War have been Avoided." The article is essentially a reply to Dr. Leyd's statement that England acted in such a manner as to render the war unavoidable. Professor Macvane maintains that the Boers could have pursued three reasonable courses, any one of which would have averted the war: First, they could have removed the oppressive abuses complained of by the Uitlanders; second, they could have satisfied England by granting a subordinate municipal government to the Uitlanders; third, they could have granted full burgership to those Uitlanders who would fulfill certain requirements.
