Mr. Herbert Welsh, Editor of "City and State," Philadelphia, will deliver an address in the lecture room of the Fogg Art Museum tonight at 8 o'clock. The subject of the talk will be "The College Graduate and Public Affairs." The address is given under the auspices of the Civil Service Reform Club, and the meeting will be open to all members of the University.
