The Civil Service Reform Club held its second smoke talk last evening at the Colonial Club. Professor Hart was the speaker and gave a very interesting talk on civil service in the United States, taking the point of view of the spoilsman and discussing the arguments which the latter advances for his belief in the distribution of offices among party followers as a reward for service.

As this belief is often entirely genuine, and is shared by a large proportion of the population, it is necessary to meet these arguments in good faith and to show their fallacy. Professor Hart described the general arguments of the spoilsman and showed how their weakness could be most easily pointed out to the man who has no great knowledge on the subject.
