A meeting of the football committee of the University of Pennsylvania was held last evening at the house of Chairman John C. Bell to pass resolutions instructing Pennsylvania's representatives at the football convention which is to be held next Saturday. The recommendation of the committee was that rules should be adopted which would diminish the frequency of mass plays rather than abolish them altogether. The committee also favored rules which would secure more kicking, either by decreasing the number of downs, or by increasing the distance to be gained.
