In the Senate Senator Voorhes called for an investigation of the charges made against him in an alleged connection with the whiskey ring. The chair announced its signature to the Chinese bill, which now goes to the President.

FOREIGN.In the French Senate, yesterday, the bill providing for the scrutin de liste was passed.

Conditions of peace are being arranged between Chili and Peru. The American commissioners, Trescott and Blaine, have received high attentions.

General opinion in political circles seems to indicate the failure of Gladstone's new Irish policy. Mr. Forster has given a public explanation in Parliament. Lord Cavendish will succeed him as secretary for Ireland. The order has been given for the release of Michael Davitt.
