Washington, March 28--The most serious feud between capital and labor under the New Deal flag hurtled toward a crisis here tonight as the administration struggled to prevent a strike of 350,000 bituminous coal miners within 72 hours.
Operators and mine workers' leaders conferred for two hours with Donald R. Richberg, head of the NRA governing board and other officials of the agency late today without reaching an agreement. The group will meet again tomorrow.
